So we had a service call on a Kip 7170K that the IPS computer was not coming on. Sure enough the UPS board was not getting power. Then we checked the IPS DC Power supply board, and the 3.15 v fuse was blown. We ordered the UPS board and the DC power supply board (DC power supply board is on back-order). We soldered on a new fuse and tried it in the machine. The fuse pops as soon as the machine is turned on.

Anyone run into something like this?

Dead short. Pain, but clip a new fuse in place, disconnect all the outputs from the power supply then plug them in one at a time until you find what connection is shorted.
In "the old days" (tv repair), we would put a 60 watt bulb across a blown fuse, power on. If the lamp was BRIGHT, we knew it was a DEAD SHORT, if it was dim, we knew it was probably a bad tube.
