Getting a constant E-03 on this old HDP 7000. Have replaced Main Motor, Main Motor Driver Board and Main DC Controller. Have checked all DC Power Supplies, all good. This one has me stumped. Anyone out there with some help for me, please?

Have you checked to see if any binding (mechanical) in the main drive system?
Maybe bearings , belt slipping etc.

Yes, I'm running it now with the main motor belt removed so it is only the motor driving. If I mask the error I can run the motor fine in service mode. The motor runs fine then, unmask the error returns.

In some of these printers the main gears would get worn badly.
I have the KIP Bulletin Tips K103IPS
It explains how to replace the plastic gears in drive system... Not sure this is causing your problem but...I can send it to you if needed

Have you swapped out the Power supply or just tested it?
I just had a 7900 that was giving E-03 and E-07 errors intermittently 4-5 times during the day. Turns out the was something wrong with one the power supplies. I swapped both at the same time so I'm not sure which one was the culprit, but I haven't been back.

Unbelievable! It was the braded steel ground wire that grounds the main frame to the movable process unit. It was broken and just needed to be taped together.
