I'll be heading back out there next week. I will try that with the developer roller but thing is that the toner on the drum doesn't seem "splashed" onto the drum. It cannot be wiped off the drum with a clean cloth, I have to use D-Ink to remove the spots.
The only pattern I see is that about 3" from both sides, there is concentration of the toner and then a heavier concentration of toner specks at about 10" inwards from the sides. |

I have seen this when the toner gets contaminated. Anything that would cause clumping of the toner will do this.
If you are using D-Ink on anything you need to follow up with denatured alcohol and let it dry completely out before letting it make contact with the toner again.
I had some technicians cleaning the Dev rollers improperly while still installed in the machine and they contaminated the toner because they didn't get all the cleaner off before it hit the toner in the developer.
Also could be bad toner from the factory.
You are going to have to empty out the DEV unit completely to stop it from repeating.
