This looks like it's coming from the developer assy. Check to see if toner is getting past the regulation roller.

Looks like it could be a broken gear on the dev. unit. causing one of the rollers (either regulation roller or dev. roller) to bounce around.

OR

Not likely, but it could be fuser related too.

Take both side covers off and run prints. If you look through the side, you'll be able to see the prints come out from under the drum, going into the fuser. If you can catch it just right, do a hard stop right when the LE of the paper is out of the drum area and right before it goes into the fuser. This will eliminate the fuser section as a culprit. Do you hear any clumping or grinding in the dev. unit area? Check all of the plastic gears. If you have a dev. unit spin tool, take the dev. unit out of the printer and turn the rollers. There could be a gear with a hairline fracture that you might not be able to see except under heavy load, it might separate a little bit but enough to cause an issue.

You could try to re-pressurize the dev unit. Remove the regulation gear on the left side and re tighten springs?
