Looks like the developer is the problem. Did you open it to see if toner is getting passed the cleaning blade?

More than likely broken regulation gear. Look on right side of developer unit to see if the gear onthe brass hub is split in two.
Common problem , replace gear. Kip has a update for this.

YES CHECKED CLEANING BLADE, GEARS, CONTACTS, DRUM CHARGE, TC CHARGE, DRUM AND PRESSURE SPRINGS. PROBLEM IS INTERMITTTENT. I CAN'T FIGURE OUT THIS PROBLEM!! DEVELOPER UNIT HAS JUST BEEN REFURBISHED!!

Did you check the bearings on the regulation roller? I have seen them lock up and cause issues like this too.

YES TONER BUILDS UP ON THE DEVELOPER ROLLER IT LOOKS ALOT THICKER IN THAT AREA. ALSO TRIED TO SWITCH DEVELOPER UNIT AND IT DID THE SAME THING.

Did you clean the developer roll in your rebuild, or did you install a new one? If you cleaned it, What method did you use to clean it?

Then the problem is the developer... I have seen this happen with bad regulation roller bearings a lot in the past. I have also seen it happen when that side of the regulation roller is not pressurized all the way. On time the nuts that are embedded in the plastic plate that you tighten the screw into for the pressure, were stripped in the plastic. This would not allow the screw to tighten down all the way and keep pressure on the rollers causing this same issue.

I have found when there is a build up of toner on the 6000 drum like that, I have to clean it off carefully. I don't think the 6000 does a good job of cleaning excess toner off it's drum.
I have been dealing with this myself and have recently found that it seems to be easy not to get that side pressurized properly, as CJ pointed out.

It definitely looks like a gear. I would use the developer rotation tool and turn the developer unit and check for any hairline split gears. They will open up as you put pressure on them.

But you did say that you swapped the dev. unit with another and it did the same thing to that dev. unit also? Correct?

Check the gear that drives the regulation roller. The one with the 2 Allen screws on it. They tend to crack and look good but don't turn correctly.
