7000 voltage leak?

Prints (internal or external) almost blank in the center and weak on both edges with squiggly lines down print like a dirty charge wire. I swear it looks like I have a corona/grid arcing but I can't track it down. I've replaced charge corona assembly, drum, charge corona block on frame, high voltage power supply, interface board, trans/sep corona assembly and process unit basket. Even threw in a new developer unit for good measure with no difference in copy quality. Should I just completely gut this machine down to the frame and start over? Any ideas guys? DESPERATE!!!

Have you tried replacing the paper? Or the Drum end caps?

Is the image on the drum correctly, or is it not getting off the drum?
