7000 IPS paper loading problems

Hi every one, I was hoping that someone would have an idea on this problem.
We have an 7000 IPS with a problem that happens on all rolls,
when you load the paper, the paper goes up to the set senor fine but when it
rewinds the paper the spindles don't move. we have replaced the clutches(all) twice,Checked all one-way gears changed out driver
boards PW9650C and PW4555,
also tried the Main Controller. We have checked all senors.

Have you checked/replaced the paper brakes on the spindles?

Yes all brakes have been replaced

Thank You Placebo, with not mush to check we replaced all spool brakes and that fixed the problem. thank you again Very Happy
